The PNP’s newly designated public relations and communications strategist wants the police to level-up by developing a strategic communication program that will be truly responsive to the needs of the public.

On Monday, PNP Officer-in-Charge, Police Deputy Director General Leonardo A Espina named Police Chief Superintendent Wilfredo D. Franco as Officer-in Charge of the Directorate for Police Community Relations vice Police Director Danilo S. Constantino who was earlier designated as OIC of the Office of the Chief of Directorial Staff. Franco, a member of the PMA “Sandigan Class” of 1982, formally assumed the position as the OIC, DPCR following a brief stint as Deputy Director for Personnel and Records Management.


Franco hopes to further develop a strategic communication program starting with the PNP’s internal audience and eventually reaching out to the community.

To achieve this, Franco envisions leading a PNP-wide effort to enhance individual and Unit capability on information operations, information management, and police community relations among all police personnel and PNP Units.

“People must feel what we are doing to attain peace and order. They should believe what we are doing is for their own safety. Para sila na rin mismo ang lalapit at tutulong sa amin”, PCSupt Franco said.

Franco has extensive field experience at the Police Regional Office Cordillera.
