Police Director Wilfredo D. Franco, TDPCR spearheads the opening of the online Police Community Affairs and Development Executive Course Class 01-2016 (PCAD Executive Course) held at the DPCR Conference Room on June 1, 2016.

The online course for Police Community Relations (PCR) executives is part of the Competency Framework of the PNP’s program to attain the vision of a highly effective, capable and credible police service by 2030 under the PNP Peace and Order Agenda for Transformation and upholding the Rule-Of-Law (P.A.T.R.O.L.) Plan. This course constitutes the required competency training which is part for the inclusion in the PCR Eligibility List as a requirement for the PNP Officers’ designation to PCR positions. It is designed to enhance the capabilities of PCR Officers in planning a region-wide or nation-wide gender responsive PCR programs, in coordination with other offices in the QUAD concept of operations.

The online PCAD Executive Course with the theme “Learning without limits via Computer Networks” forms part of the DPCR Virtual Classroom, an online learning management system (web-based) that can be accessed through a portal ( which allows participants/students to communicate, view presentations and interact with learning resources. It is used to hold lectures and tutorials online, particularly with external students. It is a teaching and learning environment located within a computer-mediated communication system. All activities and interactions take place through the computer instead of face-to-face.

Police Chief Inspector Jose Wilson H. Andres, the System Administrator/Developer conducts the User’s Training of the online system which was attended by 30 Students from different Police Regional Offices.
